Not quite correct. The 2008 Crown Victoria, including the P71, are available to individuals through fleet sales direct or through fleet dealerships. The Crown Victoria is not available in Canada, only the Grand Marquis is. Fleet vehicle pricing is generally much less than MSRP. Three of my last four vehicles were purchased fleet, except for the Crown Vic. The local dealership was giving 'em away.
According to a May 2006 press release, Ford will continue manufacturing the Panther in Canada until 2009. Sales for the 2007 line have been strong.

I have all the Ford Crown Victoria Order Guides from 1997 to 2007, I will see if I can get the 2008. It may be a week or two, this was just released and I have to wait for it to be posted at my dealer source.

Guessing, but they would have the P70, P71 and P72 available for fleet use. If you really want a Crown Victoria, then I am sure you can find one if you look for it.
